Well, not quite all, but the vast majority: to States Obama won.

In other words, it's Chicago politics at its best: those that voted for President Obama will get the benefits, those that didn't won't. Classic attempt to build up safe havens for his party.

We got rid of this back in the 1970s that last time the Democrats tried this. It's time to do that again...
